Ness Czech develops Real Estate Cadastre Information System 

Both eObčanka and BankID can be used to log in, security has been improved and the design has been modernised 

Prague, 13 January 2022: A new solution for logging in to the Real Estate Cadastre services for the Czech Office of Surveying and Cadastre (ČÚZK) has been developed by Ness Czech, a leading Czech system integrator. The new application, the Login Portal of ČÚZK, covers user login and, in accordance with the eGovernment strategy, allows the user’s identity to be verified by an external authority, the National Identity Authority (NIA ), within the eGovernment architecture of the Czech Republic. 

In the past, the Czech Office of Surveying and Cadastre allowed access to external services either to anonymous users or to users registered directly in the IS ČÚZK. Historically, the Office operated two systems for registration and management of external users, completely separate in terms of technology and processes. 

“The contracting authority required unification of authentication and authorisation processes and, in line with the eGovernment strategy, access with the help of an external NIA authority. This allows users to log in in several ways, including using the Citizen Identity portal, which offers a wide range of authentication tools, such as Mobile eGovernment Key, NIA ID, eObčanka, Bank Identity, mojeID and others,” says Martin Silvička, Vice President for CEE at Ness Czech, which has been working on the creation and development of ISKN for over 20 years, with more than two dozen people involved in the current project on the supplier’s side. 

Therefore, users no longer need to register in the systems of the Czech Land Registry and can use the services of the Land Registry by logging into their account in the Identity of Citizen portal. They can also access information and services that were previously partially or completely inaccessible to anonymous users. In particular, remote access and viewing of the Real Estate Cadastre and proposals for entry. It is also possible to set up the Change Monitoring Service (CMS) through the Citizen Identity, which automatically informs the user via data box, e-mail or SMS if there is a change in the cadastral records of the monitored property. Part of the CCHR’s strategy is to publish its outputs more externally, however in compliance with the GDPR. 

The new solution has also increased the security of logging in by ensuring higher availability, performance, robustness and independence of the application Login Portal of the Czech Chamber of Commerce and Industry from other systems of the Czech Chamber of Commerce and Industry. A significant innovation in terms of security is also the introduction of the possibility of two-factor authentication of user accounts registered in ČÚZK, either through a one-time SMS code or an even more secure method of using a one-time code generated by the authentication mobile application. 

On the basis of real experience from operation, the processes of the Login Portal were optimized, especially with regard to the operation and administration of the solution. Additional outputs were made available to users of external services of the ČÚZK and the ordering system was modernized in terms of accessibility of a fully responsive design. The modern appearance and behaviour of web applications is complemented by support for modern browsers and compliance with accessibility rules according to the WAI-ARIA standard.
